Natural England's requirement for certain developments to demonstrate that resulting nutrient outputs will have no likely significant effects on internationally protected nature conservation sites has stalled housing development in a number of areas, including southern Hampshire.
It has taken significant time to deliver suitable mitigation solutions in affected areas. Even now some Local Planning Authorities are still grappling to find appropriate solutions that will be acceptable to Natural England.
Natural England has recently advised that developments in a further 42 LPAs need to demonstrate nutrient neutrality. This shows the issue is not going away any time soon and will continue to have major consequences on housing delivery.
